Crikey...thats a very broad question!!
I think you should start by buying Stickys Lambretta manual...its is invaluable. Also you can get a DVD with it, which really helps. Also see here:

After that, you're gonna need at least a decent tool kit (sockets, spanners, screwdrivers etc) plus Lambretta specific tools (Flywheel holder, flywheel puller, hub puller, clutch compressor, clutch holder etc) see a list in Stickys book that you will be buying.
Then....strip it, and replace bearings, seals, gaskets, oil, plugs and piston rings as a minimum. Then check other bits as you go along....crank, bore, head, sprockets, chain etc etc and replace if needed.
Then drain your old fuel off, fill with fresh mix....make sure you have good tyres, brakes and suspension......and fire her up....go on a rally, break down, get a van to pick you up, strip it all, fit a kit....go faster......blow it up...sell it.....buy another scooter.....start again!!
