Series 2 rear light

Daft question - I'm refitting the rear light on my LI Series 2, and now I can't for the life of me work out what the support bar does. Although the light seems to be securely fitted, the bar is just loose inside the housing, rattling around on the bolts. I'm guessing that's not right!

The light fitting goes through the back mudguard and then you fit the strengthening bar.

It's angled to sit across the light bolts go through and fasten the nuts

So it acts as a clamp, on the inside of the wheel arch, with the nuts and washers tightened up directly onto it?

No wonder it's rattling around, mine is currently inside the light housing!
