my tuppence is ...cut the panels and fit filter! :)
I tried a loads of filters under panel never worked then no filter at all, but nice and clean circle in the middle of underside panel but muck and grit around it(so must have been taking in some?)
then tried flat pancake filter with small holes in the panel so you couldn't see them, they then got bigger and in the end big hole big filter running fine!
might be worth just buying panel with hole in? they tend to go cheap? you only need to hang one on the wall! :D

Thank you all your your help. I have decided to simply bolt the ts1 into another scooter, so I won't mind making the hole in the pannel... I just won't drill a hole through those pannels. There is no way.

Why not just build it and don't run a filter?

There are heaps of ts1's out there with no air filters. Including my 2

You guys in London must have cleaner roads than a lot of other places. I wouldn't run without a filter where I live.
