Pull the fuel hose off the carb, put it in a clean milk bottle, turn petrol on. Time how long it takes to fill the bottle, not exactly sure what the rate should be but someone will know if you put your results on here, I think it should be a pint a minute.

no-one else has mentioned it so I will. Have you got an in line fuel filter on your scooter?? Have been known to create a vacuum in the supply pipe, starving engine of fuel.
