I have a friend that has a brand new Rapido Classic 225 and the bore have a small hole inside, where the inlet manifold.

Its usable or will affect performance or piston rings?

Either way, that sort of defect should not get through QA to customers, should be sorted at the factory and if it does, it shouldn't make it to the customer the retailer should have sent it back.
Unless people return defective goods we'll keep getting substandard products.
