I presume he means a hole for the carb in the side panel.

pictures of any scooter won´t really help you. check out which inlet manifold and what carb you have, mount it, take a waterproof pen, sign on panel from inside and make a hole.
simple as that.
btw: TECHNICALLY there is no need any more to cut holes in panels, as you can fit shorter manifolds, smaller hi-tech carbs and air-filter systems (like "remote" vespa-p-range-carb-rubber
and ram air filter or plastic airfilterboxes from gokarts, reducing noise)

One of the alloy type car tax disc holders provides decent sized hole (presuming you don't want a huge filter poking through the hole) and looks quite neat with some mesh on the inside. "Delloughta" on here as some pics of his on his Imola.

I have seen a few side panels with like a pattern of round holes in them, I found the templates but everytime I try to print them they come out the size of dinner plates !, dont think I want to go that big

I drilled a series of 12mm holes in my GP panel, I marked the inside of the panel as described by soulpunk, then roughly marking the centre of the circle I'd drawn, I just drew a few smaller circles within that with a pair of compasses, then dot punched a mark for each hole. I drilled a pilot hole for each one and then made each hole bigger with a series of bigger drills, turning the panel over each time to try and stop the panel from distorting.
Hope you can understand that.... I'm struggling too myself reading it back.
