sounds like an air leak.

Maybe worth investing in a leak test kit.

Wouldn't go too far on it till it's sorted.

Its got brand new gaskets and a new fly side oil seal even put head gasket on ..it will fall off the revs after a short time but rev it again and its all revs all over place again

maybe an uneven carb body suffice onto the block(worn) had a P2 doing similar it was Diablo who sussed it at about 11pm after a few hours of head scratching.Try another carb body with all your jetting in it it may or may not work

If its non of these, check that your carb hasn't been overtightened and caused it to deform along the bottom causing it to draw air in.

Has the gear oil level dropped? Also, sometimes an overtightened carb body can prevent the slide fully returning. A worn throttle cable can stop the slide too resulting in the high revs you describe.
