How do you measure cubic capacity with oversized cranks? Am I right in saying 65mm cylinder with a 60/110 = 199?

Yup, the common term capacity refers to the swept volume. The space swept by the piston as the crank cycles though one revolution.
What Grumpy has done is take the area of the piston/bore (very slight difference) and multiplied by the distance it travels, TDC to BDC, ie the stroke.
