Happened to me on my T5 years and years ago. If I remember rightly, I used a 2 pence piece with a hole drilled in it large enough for the inner to pass through, then fixed the tuppence with a self-tapper to the inside of the headset base. Worked a treat and was still there when I sold the bike years later!
