Just stripped a Spanish Li frame and the lower frame cone is the tall type. Can I replace it with the shorter type as I have one in shed or is like that for a reason

Yes you can as long as it's a good fit.

Thanks for that, it is tight and will need warming to get it in. I only removed it as My forks were really tight on the one I removed but are fine on new one.
