Knock from the inside outwards. You've got to move the spacer to get a screwdriver (drift) on the bearing.

I thought I was doing that, the bearing nearest the outer area wouldn't shift past the circlip groove. I'd taken off the circlip.

Dunno then?
One of mine was stuck and I had to hit it quite hard and move the drift around the bearing. You could try knock it back in a bit then give the circlip area a bit of a clean with wire wool and then grease it. Then try again.

I use a blind bearing puller for those. Makes it a very easy job. Do not reuse the bearings after using the puller.

You can't reuse them after knocking them out either as the spacer means you can't hit the outer race. They're only about 3£ a piece so no great loss.

Try pouring boiling water over the hub and knock quick

Is it a standard hub? I had a great deal of difficulty removing the bearings from my Scootrs outboard hub. They were so stubborn one of them took the thin sleeve ( circlip side ) with it. Be very careful if it's one of those....good luck Pete.
