help poor starting

Got a series 2 with a 200 engine, 25mm carb and af clubman. Its now become a bitch to start. I have fuel, compression and a spark. When i do get it fired it wont rev so have to turn fuel of till its nearly run out then it roars into life and it runs great. It had new rings after Newark so no there good.
any ideas anyone

If the carb overflows with the fuel on but the engine off, it could be a stuck float, a holed float, or a mucky/damaged float valve. If it doesn't, it could be a loose jet or fuel in the float making the fuel level in the float chamber get too high. Take it out and give it a shake to check if in doubt.

This engine has done nearly 1200 miles so i think jetting is ok.
float is good.
Float needle is a good shout will check that

Update for anyone who is interested i changed float needle and valve as i had a spare and it cured the problem starts first kick now so happy days
