When i do get it fired it wont rev so have to turn fuel of till its nearly run out then it roars into life and it runs great. It had new rings after Newark so no there good.

If the carb overflows with the fuel on but the engine off, it could be a stuck float, a holed float, or a mucky/damaged float valve. If it doesn't, it could be a loose jet or fuel in the float making the fuel level in the float chamber get too high. Take it out and give it a shake to check if in doubt.
