New seat refurb, vibrating springs

I have rebuilt a Giullari double bench seat, with a new spring kit and a Casa seat cover and noticed a pronounced vibrating sound when riding it. Thinking that some screws on a foot plate might be loose I was surprised to find that the sound was coming from the seat.

The springs do not touch the underside of the cover and thus vibrate in space. There is about a cm gap between the underside of the cover and the springs even though the studs on the bottom of the cover line up with the bottom bar of the frame.

Should I pack the gap out with foam or some other material?

My original Giuliari seat on my lis125 a leather sheet against the springs.I think there must be some foam or similar between the seat cover and the inner sheet.No foam directly touching the springs tho.hope this helps.roli.
