Help please - Slight frame adjustment

My latest GP project looks like the rear of the frame (number plate area) needs to be pushed out by about 5 mm to make the panels a nice fit.

It doesn't look bent at the moment and the panels fit nicely on another scoot, if I measure this one to the other known good one there's about 5 mm difference which matches up with what the panels tell me.

Whats the best way to do it?, how much over do I need to go to allow for the spring back of the metal.

I definately don't want to make it any worse, the fit is not horrendous just could be better.

I use a small bottle jack to adjust the rear of the frame, you could also probably use a scissor jack.
