Choke cable adjustment
If the choke cable was too slack would I be right in saying that when the choke lever is turned on then it is possible that the choke is not engaging, causing engine start up problems.

Second question the bike would run very rich through the throttle positions as your choke would always be engaged

If you are running a Dell'orto, you should be able to see the plunger of the choke moving up and down through the apeture to the side of the main venturi. You might need a good light, but is quite easy to see the plunger operating.
If the cable is over-tight, then it might well pull-off the nipple at either end. The Lambretta choke operating mechanism has a very strong pull on it: far stronger than you might expect from a little lever.
If you suspect that your choke cable is an issue, I can make you a custom cable to suit your specific carb make and size (grey or black). £5 delivered for Scooterotica members.
