Locking ring and steering cup

Are the Steering locking rings and steering cups different for LI's and GP's?

I have bought a set off ebay and the upper steering cup wont go any further than a couple of turns, but the locking ring fastens all the way on but feels slightly loose?

I had the exact same problem with a locking ring. Just bought another. Put it down to a knackered thread on the ring.

It wasn't down to you been ham fisted and cross threading it was it? :) ;)
