The only way I see is to glue the ends of the outer into the headset clamp. I cant get the clamp to tighten on the outers and even on one of the gear cables that is tight on the clamp. it still pops out when I turn the headset.
I've tried it with & without a cable tie on the fork stem. I've made sure there's slack in the outer on the frame bend towards the fork stem. The outers just keep catching on the legshield fixing on the fork stem.
I'm going to walk away for the rest of the day before I go f****n nuts!

One cable tie around the frame mid way round the bend in the tube should be all you need,id say youve got the cables routed wrong and/or incorrectly adjusted if they are pulling out.
Its also worth checking the outers arent Vespa ones as they tend to have smaller ferulles and can be a bit of a sloppy fit as well as being a bit longer.

Get the cables fully pulled up into the clamp holes then carefully lever with a big screwdriver against the inside headset so that it just nips the clamp slits up.Works for me but be carefull.
as long as the cables are adjusted properly they cant fall out ?
...connect and adjust cables....just remember mr innocenti fitted millions of these.....
