I would think, actually, that an 'off the shelf pipe' is manufactured simply to cover a broad range of engines and setups, in an attempt to improve on the standard exhaust......and most manage this, some better than others. But they cant give you a setup sheet as such, as there are far to many different engine types, sizes, cylinders, carbs, gearboxes etc to consider.
Anyone who changes their exhaust pipe and doesnt re-jet is asking for trouble........no use blaming the exhaust manufacturer if its not set up right. If these pipes were not available you'd soon p155 and moan about it....forking out £500+ for handmade pipes etc!!
Now on the other hand, if you are talking about power and performance, and what rev range the pipe works best in...........that would certainly be helpful to some degree if you could get that info..........but then again, the info is only relevant to the standard cylinder that the pipe was made for (say a P200 cast iron cylinder) and not the other variables that it can be fitted to (PX125, Mallossi 210, Pinasco, Pollini or whatever) along with varying states of tune, different carbs etc....so again....does it matter?
You cant exactly say 'out of these ten exhausts.....this one is BEST'.......because best for what? On which cylinder? With which carb? One pipe might be best for a low-down grunty tourer, another for a revvy wheelie machine? And out of the thousands of scooterists that simply buy and bolt on an exhaust pipe...........how many think about a pipes tuned length, or the port timings they are matching it to etc? Not many. And the manufacturer cant provide 'multi setup' jetting info......its too wild and varied!
Off the shelf pipes are simply a commercial compramise that benefit the manufacturer and the end user to a certain degree, but if you want to get your pipe 100% spot on......you have to have one made, or at least buy one that you KNOW matches your engines tune as closely as possible, and dial your jetting in right.

i think the best people to ask are scooterists, and this looks like one of the best sites to ask people, most people i ask about engines tell me that no 2 engines are the same...its a mine field..
