To be fair the ones I've had on our dyno have a much broader curve and make as much peak torque as HP around 15-17hp.
I dynoed Arch Stantons from on here and it was a lovely bike to ride and a complete rally tool. Torques where its at baby!

He had a 26mm PHBH and a Saxelby clubman.
I think the RS clubman was definitely well suited to the scoot. I'll try and remember to put the graph on my memory stick and post it. Very busy at mo though.

The dyno only measure the torque produced at the rear wheel and then calculates the BHP based on the RPM signal and the rotational axis of the drum ( which is a fixed number of 5252 calculated using rotational diameter of force or Pi x 2ft diameter of 6.2832)
1 HP = 550 ftlbs / sec
= 33,000 ftlb / min
therefore 33,000 ft/lb / 6.2832
= this magic number of 5252
So the Torque x RPM / 5252 = the calulated horsepower
So in your case the measured value of 16.37 ftlbs of torque x 6800 RPM / 5252
Should then = 21.19 BHP
as the torque is almost always correct and the 5252 value is fixed then i'd assume the RPM value could be wrong.
Also would be nice to see the air fuel ratio graph

An inertia dyno measures power (work done) and then calculates torque from the engine rpm afterwards in software. If it worked the way you describe above then you wouldn't be able to get a power curve without an rpm reading, but you definitely can get consistent power curves with no rpm pick-up at all. That is also why you can get ridiculous torque figures if the sparks/rpm figure is wrong (as it was on the dyno curves I saw from EuroLambretta in Lincoln)
I read all that bull about graphs only being legit when they cross at 5252rpm on some Yank website - that is only applicable to graphs which use hp and lbsft on the same scales. If you change the scale of either power or torque, or the units to metric then they wont cross there, or even at all.
