Think the weld may have penetrated through and stopping the springs sliding in. I had a similar problem where the weld was stopping the spring rods moving freely,I cut the rods down.
You may be able to get someone to machine the inside of the fork leg, depends how much weld is causing the obstruction.

hopefully they are not scrap ..
i would shine a torch down each leg to just assertain the prob..
it could be that they are a total bodge job and have been extended using solid bar but thats unlikely...or so i would hope.
tell us what you find anyways

had a look down the fork tubes i can see 4 inchs down tube there is a tube that is stopping the spring from going in .to extend the forks thay have cut the forks put a tube sleve in and welded together if the weld was good i dont think thay would not have had to put tube in

Only a fool wouldn't put a tube in to strengthen its just they've put them in the wrong place. The c**t who sold you them must have known this.
Did you pay by paypal? Back them if so as not fit for purpose.

You have a couple of options

1 As Al says send the things back and claim your money back through paypal

2 Fit outboard spring and shocker units from Frank Sanderson because you only need to fit the links everything is on the outside of the fork legs

if the forks have been cut and extended in the wrong place can you be sure they are straight??
