Couple of things

1. If the flywheel & mag housing have had the circumference reduced does this make a difference when setting the timing?

2. Is it possible to have your own timing mark arrow if the old one is missing?

yep, as long as you check TDC and then make your own marks on the mag housing it doesn't matter where the mark on the flywheel is.

4. If the rotation on the dial gauge is 2mm for 19 degrees. Am I right with 1.65mm for 17 degrees?

5. I'm trying to understand this. If the lines don't match up and it's so far out. Could the smaller circumference cause this?

Changing the circumference of the flywheel, in itself, would not change the timing at all. If it's the lines on the flywheel/pick-up not lining up and you cannot move the stator enough to do so, then either your marks are wrong or your flywheel boss isn't in the correct place.

Just use a timing gun and ignore the pickup lines.
