Registering a Lambretta

Looking for a little help? I have registered three scooters in years gone by with the Dvla with no problems. Today, I received my paperwork back from my latest application. All paperwork is correct they tell me but I forgot to include a "EEC certificate of conformity?" Does anyone know what this is please? I have never been asked for this before.

"EEC certificate of conformity" is the Type Approval box on the V55/5 & you should enter EXEMPT in this section.
There is no consistency with the DVLA these days. In my experience I've had the wrong information told to me over the phone on their helpline & an application refused due to no evidence of manufacturing date even I had included a dating letter from the BLA!
