A digital image won't have been compromised in quality. Unless it's been cropped when it's been reposted.

You'll have to seek out who owns the image (the person taking the photo or designing the picture/image) and seek their permission to copy it for your own purposes. (Usually not to make a personal financial income from reproducing it as your own).
Otherwise you could find yourself on the wrong side of Copyright or 'passing off' a recognizable photo/image as your own??

I can get the scooter rider to autograph it for you if you want? I think he charges £10 for signed pictures but it’s £20 for canvas cos he has to use a special pen.
