So jetting as useable as it can be . 4-5k stutter is quite severe. Ts1 124 t/f 185 exhaust- different pipes dont make a difference. No air leaks. I can jet out the stutter but makes motor to lean once power comes on the pipe.Any ideas ??Reeds Issue??

A flat spot in that range is common on a TS1( how pronounced is the ""stutter"?).
I'd just lived with a flat spot at 4200 for years but last year fitted a Kytronic. I have that set on a curve which lost a little bit of power top end but got rid of the flat spot. If you go that route, you need to re- jet your carb.
