Does look like some kind of chrome trim at first , ive just enlarged the picture and i can see fins as per standard rear hub at the back , there are some classis car brake drums that look like this with fins , so it could be some kind of one off conversion to allow larger brake shoes . interesting.
Fairspares Lambretta workshop.

You should also get down to the sellers house and check the whole scooter out before parting with your cash. It doesnt look like its been well put together at all. [Electrics, seat, toolbox door beading, rear runners, stainless center Mat, ].
If the rest is of the same standard I would expect a Lot of work coming your way.
Good luck with it

If the price is right and most of the parts are good, the frame number is ok,you could restore it pretty easily.
Looks a Lot like india or vietnam from the pics
