No,its got a bolt on clamp.Found a few pics on here,but no actual measurement.Even Scootrs dont seem to have a starting measurement.I see what you mean about 90 degrees though,that was shown on one of the pics on here,just thought someone would have an actual measurement.

As an aside you may want to cut some thin rubber to place between the bracket and fork. You will mark the ain't otherwise especially if your moving it about when setting up.....
