Excellent. Just make sure the flywheel is on tightly & fit the cowls and then let us know if there is still a noise. It just maybe that your clutch cable is just a bit tight and the whirring noise is coming from the clutch.
When I first start a vespa engine from a rebuild I normally squirt neat fuel down the plug, tighten the plug and kick it over.

I think I'm almost there. I managed to get out for 2 or 3 miles earlier today. No signs of the lurching clutch I had before the engine strip and the whirring noise I had on first kick over was indeed the clutch and appears to have been resolved by tightening up the cable a bit.
I'm still tinkering with the air screw to get the tickover just right but it's almost there.
Remember this is a mostly original Rally 200. The area that concerns me most is the 42 years old loom. The earth connection to the Femsatronic literally disintegrated into powder as I tried to reconnect it (hence the bodge below). If some of the rest of the loom is as perished as this, I suspect there are problems ahead (typical negative thinking scooterist
).

I've had a good ride around today, during which I have convinced myself that all is good and the Rally can return to the road in all its glory. A couple of pics to celebate:

Thanks, lads. The photos are Seacombe Ferry and Bidston Observatory, built in 1866 and which predicted the tides for the D- day landings amongst many other things. Since 2000 it has fallen into disarray sadly.
It looks great, pleased you got the engine fettled up, hope you have many happy hours riding it, a classic scooter !
