Well, from personal experience I know that that isn't the case. Scroll down a little further and it says for imported vehicles over 10 years old to contact the DVLA. They'll tell you the same as they told me. No insurance required.
I'm not lying, but if you want to get insurance go ahead, at least you'll be covered for theft.

When my last attempt to register two Lambrettas simultaneously was rejected ( on the dating letters ) my paperwork was all sent back. On the v55's written by hand in biro, was a checklist, obviously done by the DVLA operative.

Fee ticked
MOT ticked
NOVA ticked
Insurance ticked
Dating letter rejected
When I returned all the paperwork with the new dating letters. Both scooters were passed, reg. numbers issued
No mention of or need for inspection.
I would like to think insurance is not necessary, it would have saved me £130. But I am not convinced.
One small point; with insurance it is legal to ride to the first MOT. Without, it would mean vanning the scooter. Not easy for me, possibly easy for some of you.
