What readings do you get between the various wires and earth? could be that the wires have been soldered on the wrong terminals. Also, have you tried it with the green wire to the cutout disconnected?

red to earth=100
green to earth=460
no wires have been touched since it stopped running, dissconected loom green, strange thing is it starts with red and white swapped and the short earth dissconnected. With the wires connected the right way and the green(stator) held near the engine case i get a spark but when put the green back on the cdi no spark at plug.

If it works when swapping the red & white and removing the earth, I would say, the pick up is faulty.
