Clutch question/problem ???

My Vega has been stood sometime now in the garage without use. Over the last couple of months I've been sorting out a few things and today saw the end of those jobs. One of the things changed were the cable adjusters. The clutch however is a bit of a facer, no matter how much I tighten the cable, or slacken it out I can't get the clutch to disengage so I can push it forward with the clutch in and not have the engine turn over. It used to be fine but it has me stumped, it's not running yet perhaps just as well, as it would be impossible to stop fully engaged. Now I'm a bit of a nugget i'll admit and I'm probably missing something so basic :oops: :oops:
Also to get the 1.5mm play at the clutch lever and get the thing to release, baffled to say the least.
Could the plates have stuck together whilst standing idle????

put it into gear, and bump it off while pulling the clutch in and out. itll stall, but may free off. or get it on high tick over and cable tie the clutch lever in, leave for ten minutes. itll free off. take it for a run and wack the clutch in and out...... loadsa ways. or strip it .......
