classic rapido 225, 24mm mikuni and a ancillotti at the moment produces 16bhp and 14lbft torque at 5800 to 6800rpm, what benefit can i expect if i change the crank to a 62mm Mb crank.

more torque, better for passenger and luggage or possible capable of a little higher gearing leading to better fuel consumption and higher top speed,

Then 24mm carb sounds a bit small for 225cc, and the 62mm will put the capacity close to 250, so I suspect the comments about lighter wallets might include a new carb (28-30mm??). If you are currently running a 58mm stroke, you may need to look at some porting work as the change in stroke is quite dramatic and will leave your porting in no-man's land.

However, longer strokes usually mean more torque, less revs and bigger bangs (from the increased capacity).
