To convert to 12V or not convert?

I have cleaned the stator and flywheel now and they look like new. There is still some meat on the points and the wires coming out of the stator look solid, although the sleeve as I said has split in a couple of places.

I am inclined to cut off the sleeve and replace it and leave the rest as it is. Does anyone think I should still change the points and condensor?

I had some mysterious issue at some points which changing the wires coming off the coils resolved, but make sure you very solid soldering points...
