new cdi on px125

just went to fit a new unrestricted cdi to a new px 125, checked the timing with a strobe before starting the job and the marks on the flywheel cowling are way off. to the extent that it looks as if the firing point is about 60 degrees btdc. pulled the flywheel off and the stator is set on the IT marks as it should be. has any one come across this before or is it just because it is using the new vespa ignition set up?

its more like they are still using the old cowlings without re-marking them .
