I also have a new RT230 build which starts really well hot and cold spec is
new rt 225 kit 60mm crank

m tec retard tickover 21 deg

marchald filter no hole,panel touching bottom by 20mm
a bit rich but using etg and cht may change main to a 138
done about 120 miles and seems very good

RT240 (71x60) no issue when starting from cold or warm.
I have a sweetbreath filter and i did a small hole in the bottom with a pipe for draining the excess of fuel during the spitback. The pipe looks always dry, but i just had the hole in the plastic elbow because i had serious problems starting my mugello when warm.

I took it off and replaced it with a reed valved RT, that Mark did for me. Have just completed Avignon on the new kit. The old RT will be getting the same treatment. I can run the reed valved one with an open carb with no spit back. And it gives me another 6-8 BHP.

ARE THE PILOT JETS FITTED KEIHIN JETS ?
GENERALLY COPIES ARE NOT ACCURATELY SIZED ~ COPIES COULD BE LEANER OR RICHER THAN STAMPED
LIKE EVERYTHING ELSE YOU ONLY GET WHAT YOU PAY FOR ~EG ... A COPY KEIHIN IS NOT THE QUALITY OF THE GENUINE ARTICLE
I"ve found running small pj"s even on original Keihins is not good medicine
Monitoring an original pwk28 carb up with an onboard air-fuel-ratio gauge etc
The small pj"s ran dangerously lean when throttling right back >>>> " Heading for nip-up land " especially after a good 3/4 to full throttle run

If only it was that easy to say what " Is small "
No 2 engines jet the same or rarely
Used the Keihin on 2 similar set-ups ended up slightly rich using a 42 and a 45 ~ So the " 40 " is not far-out
If you look on Scootrs"s tech site "Carb settings for the Keihin type carb" ~ The different sizes people use for pilot jetting is somewhat "Eye Opening"
Mr.B who sells the BGM copies states somewhere about jetting their product ~ " People tend to jet these carbs to rich "
So it boils down to your choice ~ But best to run the richest you can rather than leanest
