In order for foam filters to work correctly they have to be oiled with a sticky foam filter oil. It displaces water and catches the tiny bits of grit that an unoiled foam filter wouldn't. The only exception might be an under the panel filter like the Tino Saachi ones, using the inner area under the panels as a big "air box". If it's out in the elements then it should be oiled.

One good reason for sticking a filter outside the panels is to draw in cooler, fresh air instead of the hot air inside the panels.
