Locking rear hub

Hi All,
Just fitted a new engine (SIL) from scoot/res, when i fitted the rear hub (new uni one from MB with their cone and spacer so all matched) it completely locked, removed and fitted without the shoes and it spins with a little resistance, checked the shoes and they were not round (insdian ones which came on the engine) so threw them away and purchased new italian ferodo ones........ same problem
Has anyone had this issue, do you rub down the shoes slightly as they are clearly the problem??

Last time i had this problem i changed hub and cone and it solved the problem.

Saying that...the original hub was a second hand one that was fitted on another scoot and had worked fine but just wouldn't match up with my other engine...The new hub solved the problem but i suppose that dosn't mean the original hub was "wrong" just wasn't a good fit on that particular engine.

There's a shoe trimming too that some use but you can just take some sand paper to the shoes a little fettling is or unusual to remove high spots
