Does anyone know why a speedo needle will bounce at lower speeds? from 0-30 KPH.

Because the cable is not turning smoothly - it needs greasing or to be replaced.

Alternatively you can fit a small brush to the needle and use it as a windscreen wiper for the inside of the speedo glass.

give it a good lube grease the hub connection and drive part then put oil down from the speedo end.but first take it off at the hub end and move the cable by hand you should be able to feel if it is moving freely. ;)

Mine bounced a lot on my lambretta and started to make an awful noise as well.

Took the speedo out and dropped in 2 drops of WD40 into it through the holes on the back, shaking it quickly and turning it over again to avoid the oil from dripping on the inside of the glass or the speedo face.

It cured the noise and the bouncing, but only do it at your own risk after lubing the cable has failed.

Happened to me a while back.
Turned out the inner cable wasn't going into the speedo drive enough so I cut about 5mm off the outer and its been rock steady ever since.
