I had an SX in the late 80's which had had the frame number removed, after a couple of inspections dvla refused to issue an age related plate and issued a q plate and a new frame number. I guess it's possible that this might be something similar. I had a choice to either stamp the frame tube or permanently fix a plate with the new vin.
Loads of SIL parts are marked Innocenti as they used the original moulds so that's no guarantee of origin. It's also possible that parts have been substituted in the history of the machine or that it was assembled from bits in somebody's shed.
Frame is everything in identification. Some pics of the frame number and area around the near side rear support might help.
