The set up you've described is a bit of a mismatch. The 30mm carb is too big for a 125cc lambretta, and a Ron Moss Avanti clubman is also too large. The gearset you're running is very close ratio, and very low ratio as well so it seems the motor is not pulling under about 5,000 - 5,500 rpm.

What port timings are on the barrel? and who tuned it, what was done?

If the barrel is ok then I would run a 25 PHBL and a 42mm clubman, or even a std box without mushroom baffle on a 125S motor. They were pretty fast for a 125 as std.

Alternatively you could keep the carb and exhaust, and fit a mugello 185 or similar and change the gearing to 18/47 or 17/46 (if you're a larger person or like revs.

LI125S gearing is really low on 15/46 you could lower it further by fitting a 17 tooth chainwheel, giving a scary 6.27 overall, but then you'd be at just over 8,000 rpm at 65mph.

Ron won't have overtuned the barrel as he knows exactly what He's doing but I really thing a smaller carb, a 26 phbh at the most would improve matters. I run a 26 phbh on a 230cc cast iron motor tuned by Harry Barlow. I do get an improvement when I fit a 30mm carb on it but it's not a great deal.
