PHBL 25 or PHBH 26?

Building a GT 186. The scoot, I hope, is going to be used on the Beamish time trial so is being built for torque and ability to shift up hills without having to feed the clutch in at higher revs____ It's a cutdown; Clubman; Spanish S3 gearbox [short hops between 1-2-3 and then a whopper to 4th, but I somehow doubt I'll get to 4th on some of the hills on this trial ]; 15/46.

I'm at the stage were a need to chose a carb. I've never used a PHBL 25 but, in the back of my mind, I've always sort of believed that the PHBH series were more responsive and generally better. Am I right?
