I had a similar problem with an Indian Lambretta. I waited a week, went back to office, saw a different clerk and when they asked if I'd imported it I said "No, I bought it from a bloke in Birmingham." They gave me a number there and then.
The may have tightened the rules since then though.

I registered a scooter last week I have them a receipt from the guy I brought from to prove that I hadn't imported the scooter .i also gave them a letter I had from customs stating they had no interest in the scooter and duty had been paid .you need to write to customs and excise giving then the frame number and they should supply a letter that you can take to dvla. I did mine at Peterborough no problem but had to have inspection.
