I've seen tight flywheels before and it's usually caused when the crank is twisted causing the flywheel to rub on the casing dust lip and the pole laminates,so have a good look at these areas which you could colour with a marker then run the motor and remove the flywheel to check.

thanks wack , i wont get my hands on the scooter again until after i get back from bridlington , but i will defo give what you said a try really need this sorted thanks again an will post my findings
