Yes, I make custom cables for Lambretta chokes. The cable is designed for the original choke lever.
What colour out do you require? Black or grey?
Is the carburettor on the traditional side, or the TS1/RB side?

Are you sure you didn't mix that up and mean the inner is too long?
The usual problem from changing from the original carb and choke cable to a PHBH or PHBL is that people forget to add in the original 90 degree chaoke cable elbow.
When this is original part is used with the new carb the cable is the right length and there is no need to change. Additionally, you have a nicely angled cable exit too.
This is the standard modification used on 95% of GT kits that used PHBL and PHBH (the choke details are the same for both) carbs so personally I have changed in the region of 100 carbs in this way over the last 10 years.
If you've lost that part, then buy a new cable if you don't have a spare.
