Phbh 30 problem

A mate popped round today to see if I could set up his carb better which has recently started running rich low down.After stripping the carb and cleaning it out I found the float needle tip was ridged so changed it for a new orange tip one and thought this could be the problem but when starting the scoot(rapido 250) it was reluctant to tick over with lots of spit back when the remote filter is removed. The only way to get it to run better was with the tick-over screw fully in and the air/fuel screw nearly fully in ,obviously this is not right so I tried a 48 (from 50) jet which made no difference. Riding the scoot it's not too bad but needs blipping on the overrun to keep it going. Any ideas?

What is full engine and carb spec, we need all the info to put everything into perspective.....
Cylinder: Rapido 250
Pipe: ???
Carb: 30mm PHPH
Float/needle jet size: ??
Slide: ??
Pilot: 48
Main: ??
Atomiser: ??
Needle: ??
Clip: ??
Choke: ??
Air/mix screw: ?? turns
Questions: what is ign timing set at, has the scooter always run very well and this is a recent change/development, or has the scooter always been difficult to start and rich, has it ever been dynoed, has it ever been ported/tuned, do you know what squish is set at, and have you checked for air leaks, done any plug chops, changed the plug, or done any general maintenance recently.
The more informatin the better, but we will try to help you regardless of how much/little additional info you can offer........

Sorry to jump in on the subject chaps but just a question for dan,all ok with scoot but the prob i have is that the revs take a couple of sec`s to drop off when i`m changing gear i`ve no air leaks plugs gud runs brill,now spring is strong but there is a tho or to sideways movement on slide,do i go for new slide,carb was thinking of changing to a PWK from JustLambretta
