Scotter dont tick over in netural

Had the problem over a few years never really bothered with it however if I start the scooter up and leave it it'll cut out rev's away quite happly when on the road. Have checked the carb recently as the scooter has been stood up for a few years so cleaned the carb out. running an imola kit with 30mm delly and expansion pipe
