I would have thought that semi-hydraulic would describe a standard cable operation at the lever, operating the master cylinder behind the horn casing...?
So not as effective as a full system, but retains the standard look at the handlebar...

Byron is correct in that semi-hydraulic refers to systems with a cable actuated master cylinder. The cylinder is typically hidden behind the horncast. I have done this on my Special with a PM Tuning front disk. While the shortened cable from the lever to the cylinder does reduce the performance as compared to a full hydraulic system, I can stop it on a dime or lock it up anytime I want and my scooter is fast.
Given the negligible difference in performance, I see no reason to downplay semi-hydraulic systems. A semi can stop any 80 MPH Lambretta just as well as a full hydraulic.
