Front fork spring question

Sorry if this appears a silly question - I take it the fork rod passes through the springstop/top hat? If so how do the the later large washer types stay in place?

There's a stop welded in the fork leg, the washer type pushes up against this

If you look up through the fork leg, there are welded in stops wiv holes through them for the top bit of the fork rod to pass through. You should be able to see traces of the welds from the outside.
