VHSB 34 LD idle jet help required.....

I'm not familiar with these carbs and I've just got one to use on an RB kit. It doesn't appear to have an idle / pilot jet fitted just a B type emulsion tube, size 40. Should it also have an idle jet sat above this? The emulsion tube is recessed so there's room to fit a 5mm idle jet above it. It's recommended to use a 50 idle jet so should the emulsion tube also be a 50?
