Possibly try relieving underneath the tip.
Turn On, Tune In, Cop out!
There is nothing realy wrong with HSS parting off tools. I take it you are using it on al/alloy. If you are parting off say 30mm dia bar the speed should be about 300/400 rpm with coolant.
You should have a top rake angle of about 15 degees, front rake of about 5 degrees and about 0.5 deg side clearances (not required if you use a blade)
It also helps if the front cutting edge is ground at an angle of 5 degrees and not square. It is a bit hard to describe without sketching it out and not knowing what type/size of lathe you have.

If you are using a blade about 3/4mm thick it will have side clearance already ground into it. Nice lathe by the way. Have you got a fax machine so I could send over a sketch ?
You probably know it, but anyway but. The tool MUST be below the centreline of the piece, only just, but below.

I don't know what condition your lathe is in, but an old trick if the headbearing is knackered is to invert the tool and run the lathe in reverse.
HSS tools are fine. Just make sure the rake angle suits the material being parted off.
Cheers,
Nigel
